Derby City Council is holding a public consultation to review the Council’s policy requiring vehicles to be no more than 5 years old (from DVLA first registration) when they are first licensed as Private Hire Vehicles (PHVs).

An Age and Emission Policy for all vehicles licensed by Derby City Council for the purpose of maintaining a healthy fleet was approved by committee on 22 August 2019 as part of the Taxi & Private Hire Strategy 2020.

In September 2025, the Licensing Committee agreed to seek your views on the current age limit policy after a request from the Private Hire Trade.

We want to understand whether this should remain unchanged, be removed entirely, or be adjusted to a different age (for example, 7, 8 or 9 years) for Private Hire Vehicles (this does not include Hackney Carriages in yellow and black livery).

Your feedback will help the Committee consider whether the existing approach continues to meet community needs, or if changes are required.
