Derby City Council has been awarded £776,150 of funding from the Department for Transport to deliver additional active travel measures across the city. As part of this work a number of schools have been identified across the city to test different interventions such as School Safe Haven Zones.

Why has Reginald Street been selected to trial a School Safe Haven Zone?

St. James’ Church of England Junior School and Rosehill Infant and Nursery School are located on Reginald Street, in the Arboretum area of Derby. The two schools have been selected to be included in the School Safe Haven Zones programme to tackle congestion and improve air quality at the school gates, making it easier and safer to walk and cycle to school.

Both schools are accessed from Reginald Street and have similar morning and afternoon drop off and pick up times. This causes a high volume of traffic on Reginald Street during these periods. During site visits, vehicles were observed mounting pavements, reversing into the footway and parking on the No Waiting (At Any Time) and No Waiting (Mon-Sat 8am-6pm) restrictions.

The level of on-street parking and vehicle manoeuvres on Reginald Street created by the school run results in visibility issues for cyclists and pedestrians, especially unaccompanied pupils. The volume of traffic and the limited space results in poor and inconsiderate parking that creates safety issues for pedestrians and access difficulties for residents.

What are the proposals?

Following the consultation with local residents and parents, the statutory consultation process and discussions with stakeholders, the decision was made to continue with the School Safe Haven proposal, with a slight modification to the restriction times.

The Zone will be operational from Monday 22nd January 2024 and will be introduced on an experimental basis first. This means the new restriction will be temporary for a maximum period of 18 months before deciding whether it should be permanent. A six month period of public consultation will be undertaken as part of this process and will start on Monday 22nd January 2024 when the Zone is introduced. Details of how to object and engage in the consultation will be made available as regulations require by street notice and public advertisement.

In brief, as shown on the drawing below the Zone will cover Reginald Street, from its junction with Grayling Street to its junction with Osmaston Road. The restriction will be operational term time only, Monday to Friday from 8:30am to 9:15am in the morning and from 2:30pm to 3:30pm in the afternoon.

Who can apply for an exemption?

Residents and local businesses who have a vehicle or vehicles registered to an address located within a School Safe Haven Zone can apply for an exemption. The exemption will give a legal right to drive the registered vehicle into the Zone during the scheme's operating times. Special exemptions will also be available for blue badge holders requiring access to the Zone and carers for vulnerable residents living within the Zone.

Further information for those eligible for permits will be sent directly to local residents and the same information provided to St James’ Junior School and Rosehill Infant and Nursery School for them to pass on to parents/guardians.
