Derby City Council has a Cumulative Impact Policy which relates to licencing applications in a defined area. This policy determines how we manage licensing applications to make sure we are encouraging business, but not causing other problems or issues.
Cumulative Impact formed part of the Licensing Policy which was last reviewed in 2023 under the requirements of the Licensing Act 2003. The Statement of Licensing Policy is reviewable every 5 years.
Legislation gives a 3 year renewal period on Cumulative Impact policies which means the Cumulative Impact Policy referred to in the Statement of Licensing Policy is now due for renewal. It has been drafted into a separate document called the Cumulative Impact Assessment (APPENDIX 2 - Draft CIA).
The Police have requested retention of the existing zone but to ensure full and open consideration, it must first go through a period of public and stakeholder consultation (APPENDIX 1 - Police).
The results from the consultation will be presented to the Licensing Committee.
If you would like to comment on the proposals please read the attached documents.
Please use the reference Review of Cumulative Impact Policy in the subject of any correspondence.
The deadline for submissions is midnight, Wednesday 25 February 2026.
