Derbys Budget Consultation 2023/2024 

We have recently completed a programme of work to improve the area around the Spot in Derby City Centre and we would like to know what you think about the changes. <img src="https://s3-eu-west-1.amazonaws.com/ehq-production-europe/6a0b1bb852bf501145675a403ec0b69dfb5372fc/original/1709906095/45cc8f60cbfd95499b7ebe15fd02a897_AfterPicture3.jpg?1709906095" style="width: 300px;" class="fr-fic fr-dii fr-fir">Funded by the Transforming Cities Fund (TCF), the improvements were designed to: improve the safety and connectivity of the area for pedestrians; improve active travel options; reduce vehicular traffic and provide new locations for public transport options. We attuned our designs following consultation with you in late 2021 - early 2022 and construction started in September 2022 and was completed in October 2023.The project area was from Gower Street, into Babington Lane, St Peter&#39;s Street to its junction with Osmaston Road and London Road. We have created a survey to find out what you think about the changes. This is open for 8 weeks and closes at midnight on Sunday 5 May 2024. The Spot - post improvement survey

Derby City Council is proposing to apply for more powers to regulate HMOs (House in Multiple Occupation). This follows an investigation in several central wards which mapped where shared properties are concentrated and looked at the problems that they are creating on the streets. There is a growing market in the city for HMOs, and the study found that some residents are concerned that too many in one area creates problems such as a lack of parking, anti-social behaviour such as fly tipping, and a deterioration of buildings.<img src="https://s3-eu-west-1.amazonaws.com/ehq-production-europe/5816bcdde6c3702b05f89bdda1cac52473b359e2/original/1705940348/11f9f3a4c6478b26fcf28903a6304640_xhpfuob6.png?1705940348" style="width: 424px;" class="fr-fic fr-fir fr-dii"> Currently anyone who wants to convert a house into accommodation for seven or more people needs planning permission, but this isn&rsquo;t the case where the house will have fewer residents. Conversion to a small HMO is considered permitted development under national Government planning legislation. To change this, the Council needs to apply to the Government for an Article 4 Direction under the Town and Country Planning Act 1990. This can only be granted if the Secretary of State is satisfied that there is robust evidence that smaller HMOs are causing harm, in planning terms, to the local area. The documents on the right hand side provide that evidence in more detail with incidences of such problems shown on maps. What we want to know is how do the HMOs in your area affect you. The proposed Derby City Article 4 Direction applies to a large part of the central area of the City; this would include the whole of Arboretum Ward and those parts of Abbey, Alvaston North, Darley, Mackworth and New Zealand, Normanton, Sinfin and Osmaston that are within the Ring Road. If granted, the Article 4 Direction would give the Council greater powers to control the number of HMOs within a defined area of the city and impose conditions to limit noise or provide adequate parking space or bin storage. Houses in Multiple Occupation: Proposed Article 4 Direction

Street trading is a regulated activity for which Derby City Council is the Licensing Authority issuing consents to Traders within the Derby City boundary. The purpose of the Policy is to enable the management of where street trading takes place and to give Derby City Council powers to react to compliance whilst at the same time being able to support small businesses. The current Policy has been operational for a while now and it is felt the appropriate time to carry out a review of the Policy to ensure that the management of where street trading takes place and how Derby City Council reacts to compliance is appropriate, whilst at the same time support small businesses.This is our chance to review how we manage where and how street trading takes place, taking into account plans for regeneration, pedestrianisation and overall footfall/accessibility around designated trading pitch/areas. It is also a chance to review the current practices and include a clear set of requirements for potential applicants and other parties to the process.When we are looking at future developments in the city and preferred options for traders, it is worth noting that this is a fluid policy and can be amended as the City develops. We&#39;d like your feedback and to hear your thoughts and suggestions on our proposed review to the Street Trading Policy. Derby City Council is consulting on proposals to change the age ranges and sizes of three nursery schools, Central Community Nursery School, Harrington Nursery School and Whitecross Nursery School, from September 2024.The Government has recently announced national investment in childcare, including the expansion of childcare support for working parents to include children from 9 months old up to school age and changes to Universal Credit childcare payments.
