Derby City Council is asking for feedback on two housing strategies;

  • Homelessness and Rough Sleeping
  • Supported Housing

Consulting on both strategies at the same time helps:

  • Join up our work on supported housing, homelessness prevention and support, so the two strategies work together instead of separately.
  • Ensure consistency in how we allocate and improve housing, support people who are homeless or at risk, and plan for specialist and supported housing provision.
  • Make the most of people’s time and experience, because many people and organisations are interested in both strategies – including residents, people with lived experience, housing providers, support agencies and voluntary groups – and they can give coordinated feedback when the consultations run together

Homelessness and Rough Sleeping Strategy

Derby City Council is developing a new Homelessness and Rough Sleeping Strategy to guide how we work with residents, partners and communities to prevent and tackle homelessness over the coming years.

Homelessness has a significant impact on individuals, families and communities. It affects health and wellbeing, education, employment and life opportunities, whilst also placing increasing pressure on public services. Preventing homelessness is therefore not solely a housing issue; it requires coordinated action across housing, health, social care, criminal justice, education, the voluntary and community sector, housing providers and other public services.

This consultation seeks your views on the proposed vision, priorities and areas for action that will shape Derby's next Homelessness and Rough Sleeping Strategy. Your feedback will help us ensure that the Strategy reflects local needs, builds on existing strengths and focuses on the areas where collective action can have the greatest impact.

In developing the Homelessness and Rough Sleeping Strategy, initial views have been gathered from service users; service providers; homelessness support staff and other partners in order to ensure an understanding of the issues from a service user and partner perspective.

Supported Housing Strategy

Supported housing is a critical part of Derby’s housing, health, social care and homelessness system. It provides accommodation with support for people who may need additional help to live safely and independently, recover from crisis, maintain a tenancy or move towards more independent living.

Derby City Council has developed a draft Supported Housing Strategy for 2027–2032. The strategy brings together evidence from the supported housing needs assessment, housing and homelessness work, adult social care market information, stakeholder engagement and existing local practice.

This consultation is not intended to present the final strategy. Instead, it sets out the proposed direction and asks residents, people with lived experience, providers, partners and other stakeholders whether the proposed vision and priorities are the right ones for Derby.

The consultation runs until 9am, Monday 11 January 2027.

  • Introduction

Derby City Council is developing a new Homelessness and Rough Sleeping Strategy to guide how we work with residents, partners and communities to prevent and tackle homelessness over the coming years.

Homelessness has a significant impact on individuals, families and communities. It affects health and wellbeing, education, employment and life opportunities, whilst also placing increasing pressure on public services. Preventing homelessness is therefore not solely a housing issue; it requires coordinated action across housing, health, social care, criminal justice, education, the voluntary and community sector, housing providers and other public services.

Your feedback will help us ensure that the Strategy reflects local needs, builds on existing strengths and focuses on the areas where collective action can have the greatest impact.

We welcome responses from residents, people with lived experience of homelessness, landlords, housing providers, voluntary and community organisations, public sector partners, businesses and anyone with an interest in preventing and tackling homelessness. Your views will help shape the final Strategy and the actions that will be taken over the coming years to ensure homelessness in Derby becomes increasingly rare, brief and non-recurring.

For more information please read the consultation document and the draft strategy before completing the survey.

  • What is this consultation about?

Derby City Council has drafted a Supported Housing Strategy for 2027–2032. Supported housing provides accommodation with support for people who need extra help to live safely and independently, recover from crisis, keep their tenancy or move towards more independent living.

The draft Strategy is based on a needs assessment, housing and homelessness data, adult social care information, stakeholder engagement and local practice. We want your views on our proposed vision and priorities before we finalise it.

    Why is this needed?

    • Demand for supported housing is increasing.

    • People’s needs are becoming more complex.

    • More older people are expected to need housing with support in the future.

    • Many people are ready to move on from supported housing but cannot access suitable accommodation.

    • There are gaps in provision for some groups and a need to improve quality, oversight and support pathways.

This consultation document is not intended to present the final strategy. Instead, using the evidence we have started to draft a strategy but we need more information and feedback to help develop this further and it asks residents, people with lived experience, providers, partners and other stakeholders whether the proposed vision and priorities are the right ones for Derby.

For more information please read the consultation document and the draft strategy before completing the survey.

Please submit your response by 9am, Monday 11 January 2027.
