A high-quality built environment will stimulate confidence, bring investment and attract people to live, work and play in the city centre. Poor quality will result in a poor image and lead to further decline. </div>There are some examples of high-quality new buildings in the city centre that we can be proud of. However, others do not live up to this standard. The feedback we received on the <a href="https://letstalk.derby.gov.uk/15390/widgets/46272/documents/27830" rel="noopener noreferrer" target="_blank">City Centre Ambition document</a> (2022) was clear that we need to ensure that all new development is of high quality to raise the bar and improve the overall image of the city centre. In response to the feedback, we commissioned consultants to develop a Design Guide document specifically aimed at the city centre; providing clear design principles to ensure that as the city centre evolves, it is inclusive, responds appropriately to its context and prioritises sustainability. The <a href="https://letstalk.derby.gov.uk/35783/widgets/106708/documents/70099" rel="noopener noreferrer" target="_blank">City Centre Design Guide</a> (CCDG) has now been drafted and we want to hear your feedback. The CCDG is a comprehensive document, broken down into several chapters, covering different aspects of design. By its nature it is technical and has been designed as a reference document. We have therefore produced a short <a href="https://letstalk.derby.gov.uk/35783/widgets/106708/documents/70078" rel="noopener noreferrer" target="_blank">summary document</a> that provides information on the context and explains the type of issues covered by each chapter.To capture feedback, we have set up two surveys, which can be accessed at the bottom of this page. The first one - Short survey - is anonymous and provides an opportunity to provide your high level views quickly and simply. The second survey - Full survey - aims to record comments on specific sections of the document. You can select which sections you want to comment on before providing free text feedback. So that we can identify comments that have been made by different organisations and stakeholders, the second survey does ask for contact information . We will be hosting drop-in sessions at the City Lab (in Derbion) on Tuesday 22nd October and Wednesday 13th November, providing an opportunity to speak directly with Council officers about the CCDG. More information about the City Lab, including its location and opening times can be found on the <a href="https://derbycitylab.com/" rel="noopener noreferrer" target="_blank">City Lab website</a>. The deadline for providing feedback is 5pm on Monday 13th January 2025. Following this public consultation, there will be a review of the feedback, which will then be used to assist in refining the document. Once this work is complete, the CCDG will be recommended for Council endorsement, making the document a material consideration in decision making.

City Centre Design Guide Consultation

We would like your say on proposals to introduce a bus lane along the A6, Duffield Road as well as improvements to the existing cycle lane and footways. The proposals are located on the section of Duffield Road between Thatch Close and Broadway. What is the problem?Between the A38 junction and the Broadway roundabout on Duffield Road, significant queues and delays during<img src="https://s3-eu-west-1.amazonaws.com/ehq-production-europe/59564ddb46936f2c4c06c88f7a2c10aacd50f420/original/1721056063/ea45b6d9a6421fdf73ee3ec0d77ec067_Duffield_Rd.JPG?1721056063" style="width: 222px;" class="fr-fic fr-fir fr-dii"> the morning peak period are commonplace. Queues along Duffield Road can reach approximately 150 vehicles back from the Broadway junction.The queues and congestion have significant impacts on bus journey times, with additional delays to city bound buses of approximately 10 minutes per vehicle on average. The average bus speed fell from 25mph during off-peak times to 9mph during the morning peak period. The slowest journeys recorded were only 4mph. What are the proposals?The proposal is to introduce more space for buses, cycles and pedestrians by installing an inbound bus lane and making improvements to the existing cycle lanes and footways. A key objective of this scheme is to encourage an increase in journeys by low carbon, sustainable travel modes which in turn would help contribute to climate change objectives, reduce air pollution and improve public health. How is this proposal different to the scheme in 2008?A bus lane was previously installed on Duffield Road in 2008 between Church Lane and the roundabout at Broadway. The bus lane was removed as residents raised concerns about safety, particularly around the junction of Mile Ash Lane. The current proposal is to stop the bus lane north of the Mile Ash Lane junction which removes these concerns. The proposal also improves safety for cyclists by providing a two way segregated route over the length of the proposed bus lane.Why are we proposing these changes?The National Bus Strategy calls for Local Transport Authorities to deliver better bus services and specifically calls for measures to be implemented to improve public transport. The scheme proposed will contribute towards the objectives of this project, which are to:<ul class="decimal_type"><li>Increase the number of bus passengers across Derby.</li><li>Improve the experience for bus passengers without impacting general traffic.</li><li>Provide an accessible and attractive alternative to the car.</li><li>Quicker and reliable bus journey and improved journey times.</li><li>Reduce carbon emissions </li></ul>The scheme would reduce bus delays by an average of over 150 seconds (2.6 minutes) during the morning peak period and by over 8 minutes during severe congestion events.The proposals would also benefit pedestrians and cyclists and enhance the appearance of the local area. The proposals compliment the active travel scheme proposed for Duffield Road, providing improved links to the City Centre and beyond.How would this be funded?<img src="https://s3-eu-west-1.amazonaws.com/ehq-production-europe/ed8326f66978ccc026bb7a779cadc3d3fc5e5229/original/1721040123/4207d58476c40d66343510ec3bfa3e8c_Funded_by_UK_Gov-01_%28002%29.png?1721040123" style="width: 300px;" class="fr-fic fr-fir fr-dii">Funding has been awarded to Derby City Council through the National Bus Strategy: Bus Service Improvement Plan (BSIP). Duffield Road Bus Service Improvement Plan Consultation

We would like your say on proposals to introduce a bus lane, improved junctions/crossing points and the installation of a shared use cyclepath on Osmaston Road. The proposals are located on the outbound section of Osmaston Road between Nightingale Road and the Mitre (Spider) Island. The proposal also includes crossing and junction improvements to Ascot Drive. There is already work going on in this area; why are we asking you about these new proposals?<img src="https://s3-eu-west-1.amazonaws.com/ehq-production-europe/91c07465b5a49b417720f90ebb45fed93ba767e4/original/1721294252/2a726c6fda276edc1c8f98e8abb371e0_Mitre_Island1.jpg?1721294252" style="width: 300px;" class="fr-fic fr-fir fr-dii">We are currently installing new intuitive signals at the Mitre (Spider) Island which will improve bus priority, traffic management and pedestrian crossings. The signals renewal will improve the quality of pedestrian facilities at the junction, but will also improve the capacity of the junction. The use of nearside pedestrian displays means that the minimum green time for pedestrians can be reduced. On-crossing detectors will also improve capacity, by extending green times for pedestrians when required but applying minimum green times when pedestrians cross quickly.What problems are the proposals hoping to address?Osmaston Road towards the ring road at Mitre (Spider) Island carries large volumes of traffic, buses and pedestrians. Vehicles travelling through the area are already controlled by the existing signalised junctions, which also provide a large number of pedestrian crossings.Studies showed that congestion and queues were observed on all roads in the area, but the largest delays were on the outbound Osmaston Road between Nightingale Road and the Mitre (Spider) Island. Large queues were also observed at the Ascot Drive junction, heading into Ascot Drive in the morning peak period and out of Ascot Drive during the afternoon peak period.Average time delays for traffic driving along Osmaston Road during peak periods is an additional 3 minutes. For buses travelling in this location during peak times, average bus journey speeds halved during the peak periods. Osmaston Road Bus Service Improvement Plan Consultation

The Rating (Property in Common Occupation) and Council Tax (Empty Dwellings) Act 2018 amended the Local Government Finance Act 1992 allowed billing authorities&rsquo; the choice to charge an empty homes premium of 100% from 1 April 2019.The Levelling Up and Regeneration Act 2023 passed in October 2023 allows billing authorities to reduce the minimum period of implementing the council tax premium to one year. This means billing authorities can introduce a council tax premium of up to 100% in respect of second homes. We are proposing to revise the Council Tax charges for empty, unoccupied properties and second homes within the city. These proposed changes aim to optimise revenue generation, encourage the occupation of vacant homes, and align with the new provisions under the Levelling Up and Regeneration Act 2023. These proposals will:<ul><li>Apply a 100% Council Tax premium on properties that have been unoccupied and substantially unfurnished for at least one year, this would be effective from April 2025.</li><li>Introduce a 100% Council Tax premium on second homes, this would be effective from April 2026, to reduce the prevalence of underused properties.</li><li>Ensure the policy aligns with the Council&rsquo;s Socio-Economic Duty by minimising the financial burden on vulnerable and low-income individuals.</li></ul>ExemptionsThere are exemptions to the proposals, you can view the <a href="https://letstalk.derby.gov.uk/36463/widgets/106823/documents/70201" rel="noopener noreferrer" target="_blank">exempt categories of dwellings</a> document for more details.
